If you mean disciplinary action - probably nothing. Those employees are covered by a union contract through the National Treasury Employees Union and their contract allows them to stay out of work because of an unreasonable hardship. Not getting paid qualifies as a hardship that would keep almost everyone from reporting to work. In the long run, everyone will see on the news that the shutdown is over and will return to work, being glad that their paychecks will be resuming. It is a shame that civil servants are treated this way. If a large company like Apple decided to stop paying their employees but expect them to still work because the Board of Directors were having a big disagreement, Im sure they would lose a lot of good people and the public would be shocked.
