Is it possible for an overseas company to send their management to?

It is not as simple as that. Otherwise, any Indian with a family member who is a legal resident of the US would set up a shell company and sell it to another family member in India to facilitate their green cards. Fortunately, USCIS have few roadblocks on this. Your company needs to be in business and making money in sizable amounts to be bought out by foreign corporation. Then that corporation can send few management embers to assimilate the US company, using L-1A visas. And if their management prowess proves to be EB1 worthy, they can file for the green card on that basis. Just being management doesnt pave the way to EB-1 green card.
