I got interviewed by a network company.?

Atul gave you the answer that I would give. "Depends on how good you are with C++." Obviously, if you aren't that good, do not score yourself at a 10 because somewhere along the line they will ask you to prove it. Rating yourself is always tricky-you don't want to give a low number because they probably won't hire you, but you want to stay away from 10 unless you are a god at C++. I agree with Atul when he says give yourself a 8 or 9 because there is always room for improvement. So, if you are good at C++, tell the interviewer that you rate yourself a 9 because there is always room for improvement, and then follow that up with some examples of the harder things you have done in C++ and how they would relate with what you would be doing if hired at that company. Giving concrete examples of how you are good with a particular program will always score points with interviewers; but if you are not good at it, rate yourself a 7 and say that you are willing and eager to learn more about the program. Hope this helps. Good luck!
